Short Description
The Illinois Department of Commerce and Economic Opportunity (DCEO) is the SSBCI implementing entity for the State of Illinois. Through this Notice of Funding Opportunity (NOFO), DCEO is seeking grantees to provide technical assistance to eligible VSB and SEDI-owned businesses that are applying for, preparing to apply for, or have previously applied for a SSBCI capital program or other federal or other jurisdiction small business program.

Objective
The SSBCI TA Program is intended to provide grant funds to eligible recipients to provide legal, accounting, and financial advisory services either directly or through legal, accounting, or financial advisory firms to very small businesses (VSB) and business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDI-owned businesses) that are applying for, preparing to apply for, or have previously applied for a SSBCI capital program or other federal or other jurisdiction small business program.

Applicant Eligibility
Eligible applicants include: Legal, Accounting, or Financial advisory Non-Profit or For-Profit entities. Applicants may administer TA services directly or contract with legal, accounting, and financial advisory firms to provide TA services. In accordance with 12 U.S.C. § 5708(e)(1), a subrecipient may be an entity of the eligible recipient (e.g., a state entity), or a legal, accounting, or financial advisory nonprofit or for-profit entity, and a third-party contractor may be a legal, accounting, or financial advisory nonprofit or for-profit entity. Eligible applicants may not be suspended, debarred, or otherwise excluded from or ineligible for participation in federal assistance programs or activities pursuant to 31 C.F.R. § 19.300.

Applications will be graded using the Merit Review Process and scored on the criteria specified in the Review and Selection criteria of the NOFO.

A merit-based review will be used to select grantees. Funds will be disbursed on a reimbursement basis.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.

Uses and Restrictions
Eligible expenses under this opportunity include the costs of providing legal, accounting, and financial advisory services to eligible beneficiaries. In accordance with 2 C.F.R. § 200.455, costs required for the establishment or reorganization of a recipient, subrecipient, or contractor under an award are generally not eligible.

The Department shall monitor the performance of each TA provider and require quarterly reports from each provider at such time and in such a manner as prescribed by Uniform Grant Agreement Reporting Schedule.

Program Accomplishments
Each TA provider must provide a report on the financial advisory, legal, and/or accounting services for loan and/or equity programs to eligible beneficiaries. This report must include a summary of the businesses (SEDI and VSB) engaged (or contacted), businesses (SEDI and VSB) assisted, referrals made, the issue resolution percentage and funds allocated.
