Short Description
The Illinois Department of Public Health’s Office of Women’s Health and Family Services (OWHFS) receives federal Title V funding each year to improve maternal, child, and infant health outcomes across the state. Addressing ACEs aligns with the state’s Title V Action Plan and selected priority needs. Specifically, the Maternal Child Health (MCH) ACEs program seeks to strengthen families and communities, by ensuring safe and healthy environments for children to grow and thrive, and by assuring access to systems of care that are youth friendly and youth responsive. The program will focus on advancing efforts to prevent, mitigate, and treat childhood adversity and trauma in Illinois through an equity lens. Applicants will serve either healthcare providers, or families/caregivers, children, and adolescents outside of the city of Chicago. Priority will be given to communities where ACEs are shown (within application) to be prevalent/higher.

Objective
This funding opportunity, Enhancing ROR-IL, seeks to grow the program to expand the reach of ROR-IL, especially during a time when children and families are emerging from two-years of learning loss and social-emotional stress from the COVID 19 pandemic. The ultimate goal of Enhancing ROR-IL is to provide every Illinois child aged six months to five years access to new, high-quality books through their pediatric care therein enabling parents to make connections to their children and prepare the next generation of Illinois babies for school.

Criteria Selecting Proposals

Award Procedures
The ROR Program application will be reviewed according to the evaluation criteria listed above. Decisions to fund a grant are based on: • The strengths and weaknesses of the applications as identified by reviewers; and • Availability of funds • Geographic need Grant will be awarded upon acceptance of the Notice of State award by signing the Uniform Grant Agreement by the grantee and the Director of the Illinois Department of Public Health

Uses and Restrictions
Title V of the Social Security Act allows for 10% administrative cost. Direct Administrative Costs are capped at 10% of your total budget . These are necessary and reasonable costs needed to administer the grant that are not related to the direct provision of services. Detailed information must be provided regarding these costs. All grant funds must be used for the sole purposes set forth in the grant proposal and application and must be used in compliance with all applicable laws. Grant funds may not be used as matching funds for any other grant program unless specifically allowed under grant program guidelines. Use of grant funds for prohibited purposes may result in loss of grant award and/or place the grantee at risk for repayment of those funds used for the prohibited purpose. Regardless of the source of funding (federal pass-through or State), all grant-funded expenses must be compliant with Cost Principles under Subpart E of 2CFR200 unless an exception is noted in federal or State statutes or regulations. Allowability Allowable – All grant funds must be used for items that are necessary and reasonable for the proper and efficient performance of the grant and may only be used for the purposes stated in the grant agreement, work plan, and budget. Items must comply with all applicable state and federal regulations. Allocable – Grant-funded costs must be chargeable or assignable to the grant in accordance with relative benefits received. The allocation methodology should be documented and should be consistent across funding sources for similar costs. Reasonable – The amounts charged for any item must be reasonable. That means the nature and amount of the expense does not exceed what a prudent person under the same circumstances would expend; and that the items are generally recognized as ordinary and necessary for the performance of the grant.

Audits
Article XV Audit Requirements: Audits Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.333, unless a different retention period is specified in 2 CFR 200.333 or 44 Ill. Admin. Code §§ 7000.430(a) and (b).
