Short Description
Each department shall establish a co-responder unit that is will hire Licensed Clinical Social Workers (LCSWs) or Licensed Social Workers (LSWs) who will work with law enforcement and are responsible for conducting follow-up visits for victims who may benefit from mental or behavioral health services. The unit shall utilize community resources, including services provided through the Department of Human Services and social workers in juvenile justice and adult investigations, to connect individuals with appropriate services. The social workers will perform duties as outlined in 65 ILCS 5/11-1. 5-15 new.

The amount of $10,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Criminal Justice Information Authority for grants to local law enforcement agencies, other first responders, and co-responders for the co-responder pilot program, and any associated administrative expenses.

Pre-Award Costs. Pre-award costs are authorized in accordance with 2 CFR 200.209. Pre-award costs are those incurred from the beginning of the period of performance of the grant until the execution of this grant agreement and must be in accordance with the final approved program budget. ICJIA has the right to review supporting documentation for all pre-award costs that are submitted for reimbursement on a financial report from grantees. Costs that are not in accordance with the final approved budget (necessary, reasonable, allowable, and allocable) shall be disallowed. Interest on Grant Funds. The Grant Funds awarded pursuant to this Agreement are not subject to the requirements of the Cash Management Improvement Act and Treasury’s implementing regulations at 31 CFR Part 205 or 2 CFR 200.305(b)(8)-9. Thus, Grantee is exempt from the provisions in Paragraph 4.7 of this Agreement. As such, Grantee can deposit Grant Funds in an interest-bearing account, does not need to remit interest to Grantor or to Treasury, and is not limited to using that interest for eligible uses under this Award. Grantee agrees to provide or make available all records related to this Award to Grantor or to Treasury upon request, and to any authorized oversight body, including, but not limited to, the Government Accountability Office (“GAO”), Treasury’s Office of Inspector General (“OIG”), and the Pandemic Relief Accountability Committee (“PRAC”). Civil Rights Law Compliance. In addition to the other non-discrimination and Civil Rights law compliance required in this Agreement, Grantee also certifies it is in full compliance with the terms and provisions of all legal requirements of the Treasury relating to non-discrimination and non-discriminatory use of federal funds. These requirements include ensuring that Grantee does not deny benefits or services, or otherwise discriminate on the basis of race, color national origin (including limited English proficiency), disability, age, or sex (including sexual orientation and general identity), in accordance with the following authorities: Title VI of the Civil Rights Act of 1964 (42 USC 2000d-1 et seq.) and the Treasury's implementing regulations, 31 CFR Part 22; Section 504 of the Rehabilitation Act of 1973 (29 USC 794), Title IX of the Education Amendments of 1972 (20 USC 1681 et seq.) and the Treasury's implementing regulations, 31 CFR Part 28; and the Age Discrimination Act of 1975 (42 USC 6101 et seq.) and the Treasury's implementing regulations at 31 CFR Part 23. Publications. Any publications produced with Grant Funds from this Award must display the following language: “This project [is being] [was] supported, in whole or in part, by federal award number SLT-3381 awarded to the State of Illinois by the U.S. Department of the Treasury.” Protections for Whistleblowers. In accordance with 41 USC 4712, Grantee may not discharge, demote, or otherwise discriminate against an employee in reprisal for disclosing to any of the list of persons or entities provided below, information that the employee reasonably believes is evidence of gross mismanagement of a federal contract or grant, a gross waste of federal funds, an abuse of authority relating to a federal contract or grant, a substantial and specific danger to public health or safety, or a violation of law, rule, or regulation related to a federal contract (including the competition for or negotiation of a contract) or grant. The list of persons and entities referenced in the paragraph above includes the following: • A member of Congress or a representative of a committee of Congress; • An Inspector General; • The Government Accountability Office; • A Treasury employee responsible for contract or grant oversight or management; • An authorized official of the Department of Justice or other law enforcement agency; • A court or grand jury; or • A management official or other employee of Recipient, contractor, or subcontractor who has the responsibility to investigate, discover, or address misconduct. Grantee shall inform its employees in writing of the rights and remedies provided under this paragraph, in the predominant native language of the workforce. Increasing Seat Belt Use in the United States. Pursuant to Executive Order 13043, 62 FR 19217 (Apr. 18, 1997), Grantee should encourage its contractors to adopt and enforce on-the-job seat belt policies and programs for their employees when operating company-owned, rented or personally owned vehicles. Reducing Text Messaging While Driving. Pursuant to Executive Order 13513, 74 FR 51225 (Oct. 6, 2009), Grantee should encourage its employees, subrecipients, and contractors to adopt and enforce policies that ban text messaging while driving, and Grantee should establish workplace safety policies to decrease accidents caused by distracted drivers.63. The overall objective of the program is to establish a co-responder unit responsible for conducting follow-up visits for victims who may benefit for mental or behavioral health services. The unit shall utilize community resources, including services provided through the Department of Human Services and social workers in juvenile and adult investigations, to connect individuals with appropriate services. The unit's primary area of focus shall be victim assistance.
Reports
Reporting Requirements. In addition to the reporting requirements set forth in this Agreement, Grantee shall submit all reports required pursuant to Treasury's project and expenditure reporting requirements in a format and at a time required by Grantor. See Treasury's CSFRF Reporting Requirements, available at: https://home.treasury.gov/system/files/136/SLFRF-Compliance-and-Reporting-Guidance.pdf. To the extent possible, when applicable, Grantee should provide data disaggregated by race, ethnicity, gender, income, and other relevant factors as required by Grantor.
Audits
Grantee may not use Grant Funds for costs for audits not performed in accordance with 2 CFR 200, Subpart F. Grantee also may be subject to audits as deemed necessary by authorized governmental entities, including Treasury, the GAO, the PRAC and the Treasury's OIG. Per Treasury Guidance, Grantee may be exempt from certain requirements in Article XV, as set forth below. Notwithstanding the provisions in ARTICLE XV herein: The financial statement audit thresholds and the requirement to submit a Consolidated Year-End Financial Report set forth in Article XV do not apply to this Award for all Grantees. Further, if Grantee is a "for-profit" entity, the program-specific audit threshold and the requirement for Grantee to submit an annual audit to the Grantor in ARTICLE XV, if applicable, also do not apply.

Program Accomplishments
Employing social workers of the unit who shall: (A) Upon request, provide community presentations on an array of social service topics. (B) Assist individuals in diversion from the criminal justice system by addressing problems or concerns through therapeutic intervention. (C) Facilitate follow-up treatment or referral to the appropriate community resource organization. (D) When requested, assist department employees in securing services for those in need and provide educational information to help the employee better (H) Be on-call after regular business hours, as needed. (I) Inform clients, prior to providing services under this Division, what communications are confidential pursuant to applicable provisions of State or federal law, rule, or regulation and what may be shared with the social worker's employer. (J) Consult on all cases as needed by the department. (K) Perform other functions as provided in Section 11-1.5-20 or otherwise needed by a department. Employing social workers who shall work with victims of crimes as follows: (A) Review police reports to identify known victims and contact them to offer direct and referred services. (B) Assist victims with filing police reports and victim compensation forms. (C) Provide safety planning services to victims. (D) Provide crisis counseling services to victims and their families. (E) Conduct home visits with victims in conjunction with police backup, when needed. (F) Assist victims in obtaining orders of protection. A social worker, in the performance of his or her duties under this subparagraph, is an advocate, as that term is defined in Section 112A-3 of the Code of Criminal Procedure of 1963. (G) Facilitate court advocacy services for victims, including arranging for transportation to and from court.
