Short Description
The purpose of the five year project is to develop and implement a framework with the University of Illinois-Champaign to increase the opportunity for students and youth with disabilities seeking subminimum wage employment and potential VR program applicants or VR-eligible individuals with disabilities who are employed or contemplating employment at subminimum wage to obtain competitive integrated employment (CIE). Pre-award costs are allowed consistent with Administrative Directive 01.07.01.070 Grant Payments.

Objective
This five year project between the DRS and the University of Illinois-Champaign is designed to create innovative models to identify strategies for addressing challenges associated with access to CIE ( e.g., transportation, support services);provide integrated services that support CIE; support integration into the community through CIE; identify and coordinate wraparound services for any individual served by the project who obtains CIE; develop evidence-based practices and share those practices with other entities holding 14(c) certificates, State VR agencies, local rehabilitation providers, State and local workforce agencies and regional and local employers; and provide entities holding section 14(c) certificates with readily accessible transformative business models for adoption. Pre-award costs are allowed consistent with Administrative Directive 01.07.01.070 Grant Payments.

Reports
Required reporting requirements of the Department are outlined in the Grant Award Notification. (1) FINAL REPORTS - ALL RECIPIENTS are required to submit a final performance report within 120 days after the expiration or termination of grant support in accordance with submission instructions provided in the Grant Award Notification (GAN), or through another notification provided by the Department of Education (Department) (2 CFR § 200.329(c)). (2) ANNUAL, QUARTERLY, or SEMIANNUAL REPORTS - ALL RECIPIENTS of a multi-year discretionary award must submit an annual Grant Performance Report (34 CFR § 75.118). The annual performance report shall provide the most current performance and financial expenditure information that is sufficient to meet the reporting requirements of 2 CFR §§ 200.328, 200.329, and 34 CFR § 75.720.

Program Accomplishments
The overall goal of the funding is to develop, pilot, implement, evaluate, and revise the SWTCIE Illinois program. The federally approved project specifics include: Creating at least six partnerships between 14(c) CRP agencies to develop and implement a pathway from subminimum wage to competitive integrated employment; Identification of strategies for addressing challenges associated with access to CIE, Provision of integrated services that support CIE; Support of integration into the community through CIE; Identification and coordination of wraparound services for any individual served by the project who obtains CIE; Development and sharing of evidence-based practices; and Provision of readily accessible transformative business models for adoption to entities holding section 14(c) certificates.
