Short Description
1. Resettlement preparation a) Begin housing location activities b) Outline resettlement process with IDHS and IHDA leadership c) Build plan for implementation evaluation and data collection / dashboard d) Develop resettlement assessment in consult with IDHS, IHDA, and a small set of key stakeholders 2. Lead housing education and awareness sessions a) Two small-group presentations (daytime and evening) at each hotel i) Apartments, budgets, leases, etc. 3. Complete assessment and track status of all individuals and families in hotels a) Administer assessment to assess needs and ability to resettle in Illinois, or outmigrate, with each family i) Begin goal-setting conversations 4. Facilitate out-migration (travel out of state to family, friends, or confirmed shelter) for those ready to leave Illinois (without ERA2 support) a) Begin assessing status and needs for those planning to stay in Illinois (work, school, budget, housing needs, etc.) i) Create an online form that allows for effective tracking of data 5. Conduct resettlement case management a) With IDHS, maintaining a master list of affordable housing units with participating landlords b) Support clients and navigate and track their resettlement progress i) Partner with IHDA for: Orientation on housing rights and responsibilities Rental counseling Housing location inspection ERA2 application completion and submission via IHDA portal Processing of ERA2 applications and issuing payments to landlord / tenant ii) Administering Case management Locating affordable rental units Landlord recruitment Matching clients to available housing units based on resident needs Rental negotiation and lease finalization c) Provide ongoing case management for placed ERA2 families and assist with three-month recertification process 6. Support family sponsorship by parishes and serve as the point of coordination for community-based organizations and parishes who have affordable housing contacts and opportunities a) Assist in collection of donations for clothing, household items, and school supplies b) ESL + school-age tutoring c) Family mentoring + community integration 7. Provide weekly dashboard reports on resettlement progress and conduct implementation evaluation a) Share with IDHS, IHDA and key stakeholders progress on resettlement, by asylum-seeker readiness, hotel, and household b) Through interviews, focus groups, and document review, surface effective-practices, key challenges, and lessons learned
