The amount of $20,000,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Illinois Criminal Justice Information Authority for grants to local law enforcement agencies related to less lethal devices, less lethal device training, and other allowable costs associated with less lethal weapon alternatives, and any associated administrative expenses.
Objective
The results to be achieved from the less-than lethal program, are to provide grant funds to support local law enforcement agencies to continue to provide safe policing for safe communities by providing transparent, accountable delivery of services to the community. In meeting the objective of the funding, local law enforcement agencies may acquire less lethal devices, training and alternatives to meet overall strategic objectives for a less lethal means of increasing public and personal safety. The process the grantee may achieve the results to meet the program objectives may incorporate multiple points to include:
(a) provide Law Enforcement agencies alternatives to lethal devices and safety devices to promote safe policing in communities.
(b) Training for safe policing for communities or other de-escalation training and training on less lethal devices.
(c) Maintenance for less lethal alternatives and related allowable cost.
UGA Program Terms
This state funding shall be in compliance with the following:

- Audit Requirements: 2 CFR 200, and 2 CFR 2900
- Grant Funds Recovery Act: 30 ILCS 705/1-16
Interest on Grant Funds. The Grant Funds awarded pursuant to this Agreement are subject to the requirements of the Cash Management Improvement Act and Treasury’s implementing regulations at 31 CFR Part 205 or 2 CFR 200.305(b)(8)-9. Thus, Grantee is not exempt from the provisions in Paragraph 4.7 of this Agreement. As such, Grantee can deposit Grant Funds in an interest-bearing account, and does need to remit interest to Grantor or to Treasury and is limited to using that interest for eligible uses under this Award.
Grantee agrees to provide or make available all records related to this Award to Grantor or to Treasury upon request, and to any authorized oversight body, including, but not limited to, the Government Accountability Office (“GAO”), Treasury’s Office of Inspector General (“OIG”), and the Pandemic Relief Accountability Committee (“PRAC”).
Policies, rules and guidelines for ICJIA funded program expenses should be reasonable and necessary, and therefore allowable under 2 CFR § 200, 2 C.F.R. § 200.403, 2 C.F.R. § 200.404.
Civil Rights Law Compliance. In addition to the other non-discrimination and Civil Rights law compliance required in this Agreement, Grantee also certifies it is in full compliance with the terms and provisions of all legal requirements of the Treasury relating to non-discrimination and non-discriminatory use of federal funds. These requirements include ensuring that Grantee does not deny benefits or services, or otherwise discriminate on the basis of race, color national origin (including limited English proficiency), disability, age, or sex (including sexual orientation and general identity), in accordance with the following authorities: Title VI of the Civil Rights Act of 1964 (42 USC 2000d-1 et seq.) and the Treasury's implementing regulations, 31 CFR Part 22; Section 504 of the Rehabilitation Act of 1973 (29 USC 794), Title IX of the Education Amendments of 1972 (20 USC 1681 et seq.) and the Treasury's implementing regulations, 31 CFR Part 28; and the Age Discrimination Act of 1975 (42 USC 6101 et seq.) and the Treasury's implementing regulations at 31 CFR Part 23.
Publications. Any publications produced with Grant Funds from this Award must display the following language: “This project [is being] [was] supported, in whole or in part, by Public Act 102-0698 HB 0900 Section 82 for funding to the Illinois Criminal Justice Information Authority for Less Lethal alternatives for the State of Illinois local police Agencies.
Protections for Whistleblowers. In accordance with 41 USC 4712, Grantee may not discharge, demote, or otherwise discriminate against an employee in reprisal for disclosing to any of the list of persons or entities provided below, information that the employee reasonably believes is evidence of gross mismanagement of a federal contract or grant, a gross waste of federal funds, an abuse of authority relating to a federal contract or grant, a substantial and specific danger to public health or safety, or a violation of law, rule, or regulation related to a federal contract (including the competition for or negotiation of a contract) or grant.
The list of persons and entities referenced in the paragraph above includes the following:
• A member of Congress or a representative of a committee of Congress.
• An Inspector General.
• The Government Accountability Office.
• A Treasury employee responsible for contract or grant oversight or management.
• An authorized official of the Department of Justice or other law enforcement agency.
• A court or grand jury; or
• A management official or other employee of Recipient, contractor, or subcontractor who has the responsibility to investigate, discover, or address misconduct.

“Eligible Local Law Enforcement Agencies” are agencies for cities, towns, villages or other incorporated areas; sheriff departments of unincorporated areas; and law enforcement for any unit of local government, as defined by the Article VII of the Illinois Constitution, or municipal corporation in this state. Law enforcement agencies for colleges, universities, and the State of Illinois are ineligible for funding.

Criteria Selecting Proposals
Proposals will be reviewed by a panel of ICJIA staff and stakeholders with expertise in law enforcement and public safety. Applicants will be selected based on overall scoring. Decisions on which projects to fund among applications with equivalent scores will be selected based on individual scores of the evidence-based practices category.
Award Procedures
Review team recommendations will be forwarded to the ICJIA Budget Committee for preliminary approval and applicants will be notified of the Committee's decision. A panel will conduct a final review of applications for cost allowability.

Appeals
Unsuccessful applicants may request a formal appeal of the evaluation process. Evaluation scores and funding determinations may not be contested and will not be considered by ICJIA’s Appeals Review Officer. The appeal must be via email and submitted within 14 calendar days after either the date the grant award notice is published or receipt of a Funding Opportunity Declination Letter from ICJIA, whichever comes first. The written appeal must include, at a minimum, the following:
• Statement indicating a request for a formal appeal
• The name and address of the appealing party
• Identification of the grant program
• A statement of reason for the appeal

Audits
All grant awards are required to submit PPR in accordance with the terms established in UGA Unless statutorily exempt and documented in CSFA and UGA,
Recipients must submit a quarterly audit report in accordance with the 2 CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if audit reports are delinquent.
The terms of the grant funds recovery act 30 ILCS 705/1-16, grantor agencies may withhold or suspend distribution of grant funds for failure to file requirement reports. The entity may be placed on the Illinois stop payment list for late reports over 30 days without prior written notification to the grantor.
A final PPR is required at the completion of the grant reward.
Records
In addition to implementing the funded project consistent with the approved project proposal and budget, agencies selected for funding must comply with applicable grant terms and conditions and other legal requirements, including GATA, and the U.S. Department of Justice Grants Financial Guide.

Program Accomplishments
Establish and support less lethal practices that will effective, accountable policing and criminal justice practices to enhance public trust and public safety.
Train, certify, and equip law enforcement officers with less lethal force to provide safe policing for communities in a manner that provides transparent, accountable delivery of services to the community.
LE Agencies may implement less lethal alternatives to meet strategic objectives to increase public and personal safety.
Designation of a Less lethal coordinator to manage program objectives of the agency.
