Short Description
U.S. public-health agencies have been fighting on the front line to protect Americans against COVID-19 for almost three years. To respond to the pandemic, public-health departments across the country have had to assume new and expanded responsibilities while continuing to deliver their core responsibilities and services as part of the public-health system. Over the past decade alone, the public-health workforce has shrunk by more than 15 percent. Stagnant funding and cumbersome hiring processes have left departments struggling to attract the specialized and diverse talent they need to better reach, serve, and reflect their communities. The state’s program of “Strengthening Illinois's Public Health Administration” (SIPA-24) was funded as part of the Component A option of the Centers for Disease Control and Prevention (CDC)’s funding opportunity, Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems. Funding is being provided to Illinois certified local health departments at a set- base amount for Local Health Department Workforce Development Support Grants, resulting in 96 agencies receiving approximately $350,000 overall (or $69,791 a year for five years). Funding is not available for jurisdictions that received direct funding (City of Chicago). Grant funds may be used for workforce development investments, including hiring, retention, training, retraining, and other efforts to support the public health workforce. There are no restrictions on the types of positions that can be hired for public health capacity building. In addition, funding may be used for part-time, temporary, and contractual positions.

Regardless of the source of funding (federal pass-through or State), all grantees are required to register with the State of Illinois through the Grant Accountability and Transparency Act (GATA) website, www.grants.illinois.gov, complete a prequalification process, and be determined "qualified" as described in Section 7000.70. Registration and prequalification is required before an organization can apply for an award. Applications must be submitted via the Illinois Department of Public Health's Electronic Grants Administration and Management System (EGrAMS), accessible at idphgrants.com.
Criteria Selecting Proposals
SIPA-24 grant applications must be submitted through EGrAMS (idphgrants.com). All sections of the application must be completed, and the application must be validated, certified, and submitted through EGrAMS. Each certified local health department, excluding the City of Chicago is eligible to apply for the SIPA-24 funding. Grantees will receive a single, four-year executed grant agreement for the SIPA-24 program and approved by IDPH in their EGrAMS grant application. For complete details refer to the Grant Application Instructions, EGrAMS Budget Instructions and the EGrAMS Instructional Guide: Application Entry and Submission that will be emailed to local health departments and available in the EGrAMS application under the ‘Show Documents’ link.
