Short Description
Based on FY23 supplemental funding appropriated to the Division of Developmental Disabilities (DDD) by the Illinois General Assembly, DDD will be disbursing the $12.5M to day program providers across the Adult Waiver and Intermediate Care Facility (ICF) systems to include Community Day Services (Waiver), Supported Employment Program (Waiver), and Developmental Training (ICF). Illinois has been and continues to prioritize vocational training and skill development as well as competitive integrated employment for individuals with intellectual and developmental disabilities (I/DD). CDS programs provide that training and development while SEP provides long-term supports for individuals with I/DD currently employed in the community. Currently, day programming is in need of stabilization and expansion. There are areas of Illinois that are day programming deserts – where no CDS or SEP programming exists, which means that individuals in those areas are without local training and development as well as options to support their work. In some cases, individuals wanting to access these services must travel over an hour (each way) to access services and supports or they cannot access them at all. By using this funding to invest in these programs specifically, DDD is showing support for the providers and the individuals in the Waiver and ICFs who want and need access to these services and supports.

Public Act 102-1122 Section 600. The sum of $12,500,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for grants and administrative expenses associated with payments to organizations providing community-based services for persons with developmental disabilities and for intermediate care facilities for the developmentally disabled and alternative community programs for worker recruitment and retention, including but not limited to bonuses, for front-line personnel, including, but not limited to, direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff.

Supplemental funding to be distributed to day program providers in the Adult Waiver and in ICFs in an effort to stabilize and support the expansion of their workforces and the services and supports they are providing to individuals with intellectual and developmental disabilities.

The funding is to be used strictly for recruitment and retention efforts as follows.
