PROGRAM INFORMATION
Short Description
Rapid Rehousing (RRH) is permanent housing that provides short-term (up to three months) and medium-term (4-24 months) tenant-based rental assistance and supportive services to households experiencing homelessness.
Every Continuum of Care (CoC) is required by HUD to establish written standards of which RRH projects are required to follow. RRH projects have the opportunity to coordinate with their CoC and participate in the process to determine written standards of assistance for all RRH projects within the CoC. This includes establishing standards for determining and prioritizing which households will receive RRH assistance, how income will be calculated, and determining what percentage or amount of rent that each RRH program participant will pay.
The Department of Human Services, Division of Family and Community Services (FCS) is committed to the development and expansion of Rapid Re-housing (RRH) for families and individuals experiencing homelessness in alignment with Home Illinois, Illinois' Plan to Prevent and End Homelessness.

pilot programs, to prevent and end homelessness in Illinois, including, but not limited to homelessness prevention, emergency and transitional housing, rapid rehousing, outreach,
and related services and supports for individuals at risk or experiencing homelessness, in the approximate amounts below:

Objective
The goal of the Rapid Rehousing (RRH) program is to rapidly transition individuals and families who are experiencing homelessness to permanent housing, thus preventing subsequent shelter entrance and future instability. IDHSFCS seeks to achieve this goal by CoCs to coordinate RRH services across the State. These services include providing financial assistance for up to a year, housing and stabilization services, and helping households develop a plan to retain and maintain their housing. Rapid Rehousing is a critical component of our system’s housing first approach, and it is designed to be deployed and delivered quickly. The initial expectation is that eligible households will obtain permanent housing within 30 days of being identified and enrolled in the program.
IDHS seeks to reduce the time clients wait to be placed into permanent housing with RRH, and to ensure that these clients are able to sustain housing at the 3/6/12month follow-up. Applicants should be able to work with participants to identify barriers and provide a plan of action to assist families and individuals in moving into permanent housing quickly.
The program seeks to target singles, families, asylum seekers and veterans.

Applicant Eligibility
A. All applicants must be nonprofit organizations, subject to 26 U.S.C. 501(c) (3) of the federal tax code.
B. Applicant organizations must be designated by the local Continuum of Care (CoC) as a qualified provider of rapid re-housing and be recommended by their partner CoC for funding through this program in accordance with that CoC’s policies.
C. Applicant organizations must be in good standing with the Illinois Secretary of State and have been so for the last four fiscal years.
D. Applicant organizations that are current IDHS grantees must be in good standing with the IDHS Office of Contract Administration and have been so for the last four fiscal years.
Beneficiary Eligibility
1. Program participants must be currently homeless (HUD definition at 76 FR 75994).
2. Program participants must be selected through the local Continuum of Care’s (CoC’s) established processes for evaluating and prioritizing households for rapid re-housing as is required by the Federal Department of Housing and Urban Development (HUD)

A report will produced annually according to the requirements of the Act.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act
Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
