PROGRAM INFORMATION
Short Description
The Illinois Department of Human Services, Division of Family & Community Services seeks to
support the success of the Shelter Diversion Program crafted by the National Alliance to End Homelessness by expanding it throughout the State. Diversion is a strategy that prevents homelessness for people seeking shelter by helping them identify immediate alternate housing arrangements and, if necessary, connecting them with services and financial assistance to help them return to permanent housing.
The State works closely and collaboratively with statewide Continuums of Care (CoCs) and community-based organizations to coordinate across the broader ecosystem of homeless services towards the ultimate aim of preventing and ending homelessness in Illinois.

as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for grants and administrative expenses of the Home Illinois Program, including
pilot programs, to prevent and end homelessness in Illinois, including, but not limited to homelessness prevention, emergency and transitional housing, rapid rehousing, outreach,
and related services and supports for individuals at risk or experiencing homelessness, in the approximate amounts below:

Objective
The goal of the Shelter Diversion Program is to give someone who has become homeless a positive alternative to entering emergency shelter or being unsheltered. Shelter can be traumatic, unhealthy, and unsafe. Some data show that people who enter shelter experience longer periods of homelessness than those who are diverted from it. No matter how well-run shelter is, clients prefer to be in housing, and housing is more likely to improve their well-being.
Diversion stems the inflow into shelters; every person diverted makes a shelter bed available for someone else who needs it. It is considerably less costly, on average, than a shelter stay. Diversion avoids the emergency-related costs of unsheltered homelessness including ambulance use, sanitation, and interaction with law enforcement.

Beneficiary Eligibility
The target population is unsheltered, at-risk homeless households, including adults and youth. Specifically, this program serves households that are newly presenting to a shelter, police station, hospital, or other place of refuge. Youth ages 12 to 24, living on the street, precariously housed, or “couch surfing” (meaning they are securing housing on a night-by-night basis, with no secure place to stay on a regular basis) is another priority target population. The Shelter Diversion assistance is offered without preconditions — like employment, income, absence of criminal record, or sobriety — and the resources and services provided are tailored to the unique needs of the household.

Reports
A report will produced annually according to the requirements of the Act.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act
Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor's Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90
Records
Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
