Short Description
The State Apprenticeship Expansion Program will support integrated business service teams including workforce, education, and economic development staff to expand registered apprenticeship opportunities for employers and job seekers in Illinois. This program is funded by the US Department of Labor as part of a five-year investment in expanding registered apprentices. Subject to available funding, the USDOL intends to provide, on an on-going basis, an annual formula-funded base grant to all States that apply. NOTE: This request is to create a new Apprenticeship Expansion Program FORMULA CSFA. We intent to administer this program under Program 11, Series 2 and will award grantees using a WIOA Funding Notice. The current Apprenticeship Expansion Program is listed under CSFA 420-30-0082 this is the non-formula program that DCEO will select grantee using a NOFO.

Objective
Statewide Apprenticeship Expansion funds will support local and regional business services teams to develop and implement apprenticeship expansion strategies in their region and local workforce communities. The program activities for the local workforce areas through this funding are centered around five goals: -Apprenticeship Illinois Strategic Planning -System Development, Support, and Outreach -Coordinate and Expand Services to Workforce and Economic Development Partners -Coordinate and Expand Services to Employers -Coordinate and Expand Services to Workers, Job Seekers, and Intermediaries

The terms and conditions will be included in the Federal Award that is anticipated to be issued by July 2023. It is also anticipated that the terms and conditions will be similar to the USDOL WIOA Title IB formula grants.

Applicant Eligibility
Applicant must be designated as an Illinois Local Workforce Innovation Area as defined by the Workforce Innovation and Opportunity Act (Pub. L. 113–128). The terms of the federal Apprenticeship Formula Award are outlined in Funding Opportunity Number FOA-ETA-23-09
Beneficiary Eligibility
The primary beneficiaries of the program are Illinois employers and job seekers that are provided with Apprenticeship resources and opportunities.

Applicant must be designated as a Local Workforce Innovation Board grantee, meet the GATA qualifications and submit the required uniform application, uniform budget template and other information required by the annual funding notice.

Applicants must follow the application procedures outlined in the Apprenticeship Expansion Program funding notice.
Criteria Selecting Proposals
A team of staff from the Office of Employment and Training will review the applications on a first-come, first-served basis until all the available funds have been committed. Applications will be reviewed based on the following criteria: • Regional and Local Need; • Impact of the Project; • Geographic Distribution of Awards; and • Cost.
Award Procedures
It is anticipated that the Department will award $1-1.2 million for the apprenticeship expansion efforts by local areas. The anticipated funding range per grant is $75,000 to $175,000 based on the activities and potential impact of the grant. LWIBs are encouraged to work with regional partners (including, but not limited to, other LWIBs, community colleges, and other economic and workforce development partners) to streamline the management of apprenticeship expansion. Consideration will be given to the geographic distributions of awards. LWIBs must utilize funds to support apprenticeship expansion activities. Requests must be reasonable, necessary, and directly related to the purpose of this notice. Grant funds are primarily provided on a reimbursement basis. A variable advance may be allowed.

The deadline for the Program Year 2023 applications is June 15, 2023

It is anticipated that a funding commitment will be made by July 1, 2023
Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
