Short Description
Illinois Reproductive Health Facilities Capital Grant Program will provide grants for pregnancy centers which include organizations or facilities that has health care employees, volunteers, or agents who are licensed health care professionals. Pregnancy-related services include any medical service, or health counseling service, related to the prevention, preservation, or termination of pregnancy. Organizations are not to engage in unfair methods or deceptive acts or practices, including the use or employment of any deception, fraud, false pretense, false promise, or misrepresentation to interfere with or prevent an individual from seeking to gain entry or access.

Objective
DCEO intends to implement a capital grant program to support reproductive health care facilities. Funding could be used to invest in expansion, improvements, or new construction of reproductive health care facilities. Projects could include expanded or new clinical facilities, upgrades to medical or other durable equipment, and security enhancement.

Preapplication Coordination
A standard application package must be submitted to and reviewed by DCEO. Each package must contain the following items: 1. Uniform Grant Application in fillable PDF format. Signature page must be printed, signed, scanned and submitted with application. 2. Uniform Budget utilizing the template provided by DCEO for this project. The entire budget with all worksheets included even if the worksheets are not relevant to the grant opportunity must be submitted with the application materials. Application materials must be submitted to the Department via electronic form. The Department is under no obligation to review applications that do not comply with the above requirements
Criteria Selecting Proposals
DCEO may take into account the geographic distribution of projects and eligibility under each of the respective funding sources for this NOFO, in addition to grantee score, when making award determinations

Merit-based Review. Disbursements via working capital advance (if needed) & reimbursement per submitted financial reports approved

Range of Approval or Disapproval Time
The Department anticipates sending Notices of State Award by approximately three months after the application deadline, but reserves the right to issue a reduced award, or not to issue any award. The date of any actual award will depend upon multiple factors including specifics of the review necessary based on the details of the funded projects.
Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
