Short Description
National Criminal History Improvement Program (NCHIP) grants are discretionary grants awarded by the U.S. Department of Justice’s Bureau of Justice Statistics. NCHIP is used to enhance the quality and completeness of the nation's criminal history record systems by providing financial and technical assistance to states for the establishment or improvement of computerized criminal history record systems.

Objective
Funding for a justice system related lead entity that will manage subgrants for live scan equipment to Illinois justice system agencies that are currently submitting criminal history records through paper-based processes or using obsolete hardware and software. These grant funds are intended to improve the timeliness, accuracy, and completeness of criminal history records submitted by impacted agencies. Providing and installing new live scan machines that are subsequently integrated with CHRI enabling fingerprint submissions: Enable justice system agencies to: (1) transition from manual fingerprint reporting to live scan reporting or (2) update obsolete live scan hardware and software.

Criteria Selecting Proposals
Subgrantee recipients must be an Illinois justice system agency. Those that are currently submitting criminal history records through paper-based processes or using obsolete hardware and software will be prioritized.
Award Procedures
Review team recommendations will be forwarded to the ICJIA Budget Committee for preliminary approval and applicants will be notified of the Committee's decision. A panel will conduct a final review of applications for cost allowability.

Appeals
Unsuccessful applicants may request a formal appeal. Only the evaluation process is subject to appeal. Evaluation scores and funding determinations may not be contested and will not be considered by the ICJIA’s Appeals Review Officer. The appeal must be in writing and submitted within 14 calendar days after either the date the grant award notice is published or receipt of a Funding Opportunity Declination Letter from ICJIA, whichever comes first.
Renewals
Additional funding of up to 24 months may be awarded after the initial funding period, contingent upon satisfactory performance and availability of funds. Total funding for the grant program under a NOFO will not exceed 36 months.

Uses and Restrictions
These funds can be used for the purchase, installation, and maintenance of live scan equipment and associated administrative expenses.

Audits
Recipients must submit an annual audit report in accordance with the 2 CFR Part 200 Uniform Requirements. Future awards and fund drawdowns may be withheld if audit reports are delinquent.
Records
In addition to implementing the funded project consistent with the approved project proposal and budget, agencies selected for funding must comply with applicable grant terms and conditions and other legal requirements, including GATA, and the U.S. Department of Justice Grants Financial Guide.
