PROGRAM INFORMATION
Short Description
Workforce development grants to increase the competitiveness of Illinois’ businesses and provide opportunities to Illinois' workers and job seekers. The specific results to be achieved will be outlined in the grant agreements. The Governor and the General Assembly directs the Department of Commerce and Economic Opportunity (DCEO) to administer grants to Local Workforce Innovation Areas (as designated by the Governor under the federal Workforce Innovation and Opportunity Act) to bolster the state’s economy, promote workforce development, and improve the overall quality of life throughout the state of Illinois. DCEO grant programs are defined within the annual appropriation bill set forth by the Illinois General Assembly.

Application Procedures
Applicants will work directly the DCEO grant manager to submit the require grant application materials. A NOFO for these grants is not required. Applicants must be listed in the State Budget and authorized by the Office of Management and Budget.

Approval Timelines are generally 2-4 weeks
Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
Uses and Restrictions
Funds must meet the specified purpose outlined in the State of Illinois Budget. Funds must be reasonable, allocable and necessary for the administration of the project. The specific use and restrictions of the grant funds will be documented in an Award with the Illinois Department of Commerce and Economic Opportunity.
