Article 84, Section 110. The sum of 500,000 for as much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Illinois Criminal Justice Information Authority for a grant to The Blessed Child for costs associated with violence prevention.

Pre-Award Costs. Pre-award costs are authorized in accordance with 2 CFR 200.209. Pre-award costs are those incurred from the beginning of the period of performance of the grant until the execution of this grant agreement and must be in accordance with the final approved program budget. ICJIA has the right to review supporting documentation for all pre-award costs that are submitted for reimbursement on a financial report from grantees. Costs that are not in accordance with the final approved budget (necessary, reasonable, allowable, and allocable) shall be disallowed. Site Visits. Grantee shall permit agents of Grantor to enter the premises of Grantee to observe the operation of Grantee’s program. Grantor shall give Grantee reasonable notice of intent to enter for observing and such observation shall not unreasonably interfere with the conduct of Grantee in providing services. Grantee shall not enter into a contract, sub-grant, or sub-contract unless the contractor, sub-grantee, or sub-contractor agrees to permit agents of Grantor to enter the premises of the contractor, sub-grantee, or sub-contractor to observe the operation of contractor, sub-grantee, or sub-contractor’s program. Grantor shall give the contractor, sub-grantee, or sub-contractor reasonable notice of intent to enter for the purpose of observing and such observation shall not unreasonably interfere with the conduct of the contractor, sub-grantee, or sub-contractor in providing services.

Grantee develops and maintains a record-keeping system to document all agreement related activities and expenditures. Records will act as the original source material for compilation of the data required, and all other program activity.
