Short Description
Illinois is a national leader in quantum sciences. The Regional Quantum Information Science and Technology (QIST) Program will bring together the top academic, technology, defense, and manufacturing entities, in partnership with federal, state, and local governments, to advance innovations in quantum technology, support national security priorities, and develop the diverse talent pipeline needed to support a robust quantum workforce. The Regional QIST Program will be home to shared research and development facilities, buildings, and equipment to support advanced manufacturing associated with quantum sciences.

Objective
The intent is to invest capital resource to build, manage, and maintain a quantum program that will consist of site readiness, land acquisition, prototyping, constructing facilities and equipment, testing and evaluation, and conducting quantum research to advance innovation in quantum sciences, support national security initiatives, and promote long-term economic development throughout the state.

Grantees must prove and establish that they have the expertise required to construct, manage, and maintain aspects of the Regional Quantum Information Science and Technology Program. Given the highly technical and specialized nature of this program, grantees of this program will be selected and vetted and will enter into negotiations with DCEO prior to any funds being administered.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days after the date that the grant award notice has been published. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
