Short Description
A Diaper pilot program will offer income eligible families in urban and rural pilot communities an eCard diaper allowance each month. This allowance will be used to purchase diapers for children under age 3 in the household.

Objective
Improve family wellbeing and health outcomes by providing a monthly diaper allowance to families. The DDPP is designed to maximize choice for families, maximize the amount of the benefit going to families, and minimizes the burden on families to receive the benefit. This pilot, as part of the Birth Equity Initiative from the Governor's Office, will provide valuable insight for potential long-term solutions to increase diaper equity for Illinois families as proposed in recent legislation.

Application Procedures
Applicants must submit a completed Universal Grant Application for current FY as well as complete the pre-qualification processes. Each applicant (unless the applicant is an individual or Federal or State awarding agency that is exempt from those requirements under 2 CFR § 25.110(b) or (c), or has an exception approved by the Federal or State awarding agency under 2 CFR § 25.110(d)) is required to: be registered in SAM before submitting the application; provide a valid EUI number in its application; and continue to maintain an active SAM registration with current information at all times during which the applicant has an active Federal, Federal pass-through or State award or an application or plan under consideration by a Federal or State awarding agency.

Reports
Project Grants require quarterly progress reports. Formula grants require expenditure reports on operating expenses and funds withdrawn from the Federal Letter of credit. Project grants require a Financial Status Report (SF-425). Formula grants require Financial Management Reviews and Management Evaluations.

Records
In accordance with 7 CFR 246, each Local Agency shall maintain full and complete records of Program operations in compliance with Federal and State records retention requirements. All records shall be retained for three (3) years following the close of the fiscal year to which the records pertain. An agency (e.g., any court and all parts, boards, departments, bureaus, and commissions of any county, municipal corporation or political subdivision) shall comply with the Local Records Act, which regulates the destruction and preservation of public records within the State of Illinois. The Federal Agency or Department may require longer retention of records and/or submission of such records to these agencies if the records cover a time period still open to audit.
