Short Description
This program will offer small businesses access to funds that can help offset losses due to construction at the capitol complex to help operating expenses Specifically, new restaurants immediately adjacent of the Illinois capitol complex that have been severely impacted by ongoing construction and have received a B2B NewBiz Grant.

Objective
The State intends to allocate $40,000 in funds for the Capital Complex Construction Business Interruption Grant in FY 2025.
Eligible Applicants
Small Businesses;
Applicant Eligibility
Eligible businesses must be immediately adjacent of the construction, a restaurant, and previously received a DCEO New Biz Grant. Each eligible business that applies to the Department for a grant under this program shall certify to the Department the amount of loss incurred due to capital construction and proof of receiving a DCEO Illinois Back to Business New Business (B2B NewBiz) Grant.

Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
Uses and Restrictions
Grant funds will be used to cover operating expenses. Grant uses and restrictions are specified in direct legislative appropriation language but generally support initiatives designed to promote economic development and job creation and retention opportunities.
Reports
Successful grant applicants will enter into a written agreement with the Department specifying the terms and conditions of the grant. The agreement will cover such items as the scope of the project, schedule of distribution of Department funds, submission of reports and audits, etc. The amount of the grant award will be commensurate with the requirements of the project. The Director of the Department of Commerce and Economic Opportunity has the final authority to determine the grant amount, and grant conditions
