Short Description
The Illinois Department of Human Services (IDHS) was awarded funding from the US Department of Health and Human Services (HHS) Family Violence Prevention Services Act American Rescue Plan Act to focus on ensuring the safety, sustainability, and capacity building of domestic violence direct survivor advocacy workforce during and after the COVID 19 pandemic. The purpose of these supplemental funds in the FVPSA program is to prevent, prepare for, and respond to COVID-19. The primary focus of awards made under this Notice of Funding Opportunity (NOFO), is to provide state-wide temporary refuge in conjunction with supportive services to survivors and their dependents, including culturally specific needs, language services, counseling services, and direct services. Funds must be used to establish a state-wide approach to providing survivors supportive services, shelters, and/or be used to support personnel and related expenses to provide services within the domestic violence service provider agency.

Objective
Improve survivor access to temporary refuge, supportive services, and other unmet needs such as culturally specific needs, language services, counseling services, and direct services. These services will be provided through a statewide approach by the existing Domestic Violence Training Program providers that can provide services throughout the entire state.

Applicant Eligibility
The types of applicants that may apply for the grant award are not-for-profit 501(c)(3) organizations currently funded by the Illinois Department of Human Services (IDHS) under the Domestic Violence Training Program offering Statewide Training to provide crisis intervention to victims of domestic violence and their vulnerable family members are eligible to apply for these funds. Applicant must have the demonstrated capacity over two years or longer to provide state-wide assistance and response to the specific needs of domestic violence survivors experiencing hardship as a result of the pandemic. Providers not currently funded by IDHS are not eligible to apply.

Preapplication Coordination

An entity may apply for a grant award prior to qualified status. The entity must be in "qualified status" based on the Grantee Portal by the Application Review Date. See #18 in the NOFO Transmittal. The Grantee Portal will indicate in red if a status is not qualified. State agencies are federally required to evaluate the risk posed by each applicant. Risk assessments are a pre-award requirement and include two components: fiscal and administrative and programmatic. Illinois uses an Internal Control Questionnaire (ICQ) to complete the fiscal and administrative component and the risk assessment. Entities are required to access, complete and submit the ICQ through the Grantee Portal for the state fiscal year associated with the grant funding. Both the ICQ and the programmatic risk assessment must be accepted by the state and approved before a grant award can be executed.

Criteria Selecting Proposals
Domestic Violence Training Program Providers that have demonstrated capacity over two years or longer to provide state-wide assistance and response to the specific needs of domestic violence survivors experiencing hardship as a result of the pandemic. This is to allow a balance of geographic distribution of supportive services.

Renewals
Successful applicants under this NOFO may be eligible to receive a subsequent three-month grant renewal for this program. Renewals are at the discretion of the department and are based on performance and available funding.

Uses and Restrictions
Funding must be used to provide domestic violence victims with supportive services as a response to the exacerbation of domestic violence caused by the COVID 19 pandemic, staff education and support with an emphasis on supporting culturally specific survivor needs caused or exasperated by the COVID-19 pandemic, temporary refuge and rental assistance in conjunction with supportive services as a response to the exacerbation of homelessness caused by the COVID-19 pandemic, and other services that increase access to resources improving overall health, including behavioral health, and safety of survivors and their vulnerable dependents in response to hardships caused by the COVID-19 pandemic. Reports
Reports Monthly: The provider will submit monthly expenditure documentation in the format prescribed by the Department. The expenditure documentation must be submitted no later than the 25th of each month for the preceding month. Quarterly: The provider will submit quarterly Periodic Performance Reports in the format prescribed by the Department. The Periodic Performance Reports must be submitted no later than the 25th of the month following the preceding quarter. Annually: The Provider will submit an annual program plan, a detailed program budget, and budget narrative to the Department as directed. Additional annual performance data may be collected in the form of a closeout report as directed by the Department and in a format prescribed by the Department.
