Objective
Increase Access to Legal Services - Provide low-cost or no-cost legal immigration services to at least 175 unduplicated clients in West Suburban Cook County by the end of the grant period. Conduct 2 workshops to educate the community about immigration processes and available legal resources, with a target of 40 participants attending these workshops. Hire and onboard one full-time immigration attorney and one full-time paralegal to enhance the legal services offered. Complete the DOJ Recognition and Accreditation process, enabling PASO to provide formal legal representation and counseling. Develop and implement a comprehensive outreach plan targeting local schools and community organizations to raise awareness of PASO’s legal services by February 2025. Implement a follow-up system for all clients referred to external agencies, ensuring at least 80% receive necessary services and support. Assess community language needs and develop internal capacity to provide legal services in at least one additional language beyond English and Spanish by the end of the grant period.

Grant Accountability and Transparency Act (30 ILCS 708) Act is to establish uniform administrative requirements, cost principles, and audit requirements for State and federal pass-through awards to non-federal entities (30 ILCS 708/10). Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards ("Uniform Guidance") (2 CFR 200) A "government-wide framework for grants management" establishing an authoritative set of rules and requirements for Federal awards. JCAR Administrative Rules for the Grant Accountability and Transparency Act (44 IL Adm. Code 7000)- The State administrative requirements which define the purpose, scope, applicability and responsibilities in the life cycle of a grant. JCAR Department of Human Services General Grantmaking (44 IL Adm. Code 7040) - Applies to all nonfederal entities that receive State grants and federal pass-through awards from the Illinois Department of Human Services. These requirements do not apply to private grant awards. JCAR Fiscal/Administrative Recordkeeping Requirements (89 IL Adm. Code 509) - Rule 509 - Applies to all agencies providing services to the Department (added: grantees) and its clients. Rule 509 establishes minimum standards for fiscal and administrative recordkeeping. Additionally, Rule 509 establishes additional administrative criteria by which grantees undergoing an IDHS Fiscal Administrative Reviews (Monitoring) are evaluated. Reports
A. Time Period for Required Periodic Financial Reports. Unless a different reporting requirement is specified in Exhibit G, Grantee shall submit financial reports to Grantor pursuant to Paragraph 13.1 and reports must be submitted no later than 15 days after the month ends. B. Time Period for Close-out Reports. Grantee shall submit a Close-out Report pursuant to Paragraph 13.2 and no later than 45 days after this Agreement's end of the period of performance or termination. C. Time Period for Required Periodic Performance Reports. Unless a different reporting requirement is specified in Exhibit G, Grantee shall submit Performance Reports to Grantor pursuant to Paragraph 14.1 and such reports must be submitted no later than 15 days after the month ends. D. Time Period for Close-out Performance Reports. Grantee agrees to submit a Close-out Performance Report, pursuant to Paragraph 14.2 and no later than 45 days after this Agreement's end of the period of performance or termination. Grantee shall submit quarterly Periodic Performance Report (GOMBGATU-4001 (N-08-17)). Grantee shall submit a quarterly Periodic Financial Report (GOMBGATU-4002 (N-08-17)). Reported expenses should be consistent with the approved annual grant budget. Any expenditure variances require prior Grantor approval in accordance with Article VI of the Uniform Grant Agreement to be reimbursable.

Grantee shall maintain for three (3) years from the date of submission of the final expenditure report, adequate books, all financial records and, supporting documents, statistical records, and all other records pertinent to this Award, adequate to comply with 2 CFR 200.334, unless a different retention period is specified in 2 CFR 200.334 or 44 Ill. Admin. Code 7000.430(a) and (b). If any litigation, claim or audit is started before the expiration of the retention period, the records must be retained until all litigation, claims or audit exceptions involving the records have been resolved and final action taken.
