Short Description
The Illinois Department of Human Services (IDHS) was awarded funding from the U.S Department of Justice, Office for Victims of Crime to focus on improving outcomes to child and youth victims of human trafficking. The primary focus of this award is to establish a comprehensive statewide response to child and youth sex and labor trafficking in Illinois over a three-year period.

Objective
The objective of this award is to develop and implement a strategic plan for a multidisciplinary trauma-informed statewide response to child and youth sex and labor trafficking in Illinois, develop protocols & procedures among multidisciplinary actors to coordinate victim-centered trauma-informed service provision for child & youth victims of sex & labor trafficking that protects privacy & confidentiality of victims, develop training program standards and an implementation strategy that is trauma-informed to ensure statewide multidisciplinary actors recognize and respond to sex and labor trafficking indicators effectively, develop a robust data collection and information sharing system to track the statewide coordinated response to child and youth victims of sex and labor trafficking that ensures victim confidentiality, identify greatest challenges and fill gaps to ensure a coordinated response to identify and provide services to child and youth victims of sex and labor trafficking, and identify, create, and implement screening tool(s) for multidisciplinary actors to identify child and youth victims of sex and labor trafficking This also enables IDHS to distribute funding to support direct victim services for child and youth survivors of human trafficking.

Applicant Eligibility
Children's Advocacy Centers of Illinois are supported through funding authorized by the Office for Victims of Crime. To receive funding, CACI must serve as a contractual partner in this grant opportunity by appointing and employing a Human Trafficking Coordinator for the state of Illinois. Children's Advocacy Centers of Illinois must work with IDHS to establish standards for victim-centered, trauma-informed training for Children’s Advocacy Center and members of multi-disciplinary teams. Other eligible applicants as named, listed, and approved in the federal OVC project proposal.

Preapplication Coordination

State agencies are federally required to evaluate the risk posed by each applicant. Risk assessments are a pre-award requirement and include two components: fiscal and administrative and programmatic. Entities are required to access, complete and submit the ICQ through the Grantee Portal for the state fiscal year associated with the grant funding. Both the ICQ and the programmatic risk assessment must be accepted by the state and approved before a grant award can be executed.

Renewals
Children's Advocacy Centers of Illinois and other named project partners under this funding source are eligible to receive subsequent one-year grant awards for this program, for a total of three years of funding. Renewals are at the discretion of the Department and are based on sufficient appropriation and performance criteria including, but not limited to: - Grantee has performed satisfactorily during the previous reporting period - All required reports have been submitted on time, unless a written exception has been provided by the Division/Department - No outstanding issues are present (e.g., in good standing with all pre-qualification requirements and no outstanding corrective action, etc.)

Uses and Restrictions
Funding must be used to support victim service programs. Per the Office for Victims of Crime, this funding restricts: holding beds, stipends/incentives to participate in services, and primary prevention activities, legalization or practice of prostitution. No funds may be used to implement any program that targets victims of severe forms of trafficking in persons. Unallowable Costs per 2 CFR 200 Subpart E Cost Principles. No direct payments to victims or their dependents.
Reports
Grantees will be required to submit periodic performance report data (PPR) quarterly by the 25th day following the close of the quarter, in the prescribed format provided by the Department. Grantees will be required to submit periodic financial reports (PFR) quarterly by the 25th day following the close of the quarter. Grantees will be required to submit monthly expenditure reports with expenditure sampling backup documentation monthly by the 25th day following the close of the month. Grantees will be required to submit an annual closeout report no later than 60 calendar days following the end of the Period of Performance for the agreement or agreement termination.
