PROGRAM INFORMATION
Short Description
This program provides support to subgrantees to help Illinois manufacturers in the automotive industry in need of support to transition from ICE vehicles to EVs. Currently, automakers and suppliers form a large share of the Illinois economy. There are incentives at both the federal and state level to bolster domestic electric vehicle manufacturing. The program will allow grantees to help small and medium manufacturing facilities currently producing ICE vehicle equipment or supplies to convert to EV equipment or supplies, including a path to retool the facility and to retrain their workforce. This project allows for both targeted support to the state's largest employers in this industry as well as support a broad outreach model and statewide field staff ensure that technical experts are available within 1.5 hours of any Illinois manufacturer.

Objective
Currently, automakers and suppliers form a large share of the Illinois economy. There are incentives at both the federal and state level to bolster domestic electric vehicle manufacturing. Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.

Program Accomplishments
Enable more than 80 Illinois-based automotive suppliers to convert to EV product lines within the next five years. Retain or generate more than 200 jobs and achieve an economic impact exceeding $50 million. Help the US reach its goal of 50% of all new passenger cars and light trucks sold in 2030 be zero-emission vehicles and Illinois reach its goal of having one million EVs on the road by 2030.
