Short Description
The Illinois Strategic Prevention Framework – Partnerships for Success (SPF-PFS) Project aims to reduce youth substance use in the South and West Sides of Chicago by implementing evidence-based and evidence-informed prevention strategies that are responsive to community needs.

Objective
To build capacity with community-based providers that have earned trust in these communities by providing funding, training, and technical assistance on substance use prevention strategies and the use of the Strategic Prevention Framework substance use prevention model to all SPF-PSS sub-recipients to implement prevention services.

Award Procedures
A Notice of Award (NoA) signed by SAMHSA's Grants Management Officer is sent to the applicant agency. The NoA is the sole obligating document that allows the grantee to receive Federal funding for work on the grant project. IDHS-DBHR informed sub-recipients included in the submitted grant application to SAMHSA or approval of award.

Uses and Restrictions
Funds (including direct costs and indirect costs) may be used only for expenses clearly related and necessary to carry out approved activities that will provide immediately useful, practical knowledge to implement the SPF framework and serve at risk youth. Reports
Program Reports: Reports are required quarterly, semi-annually, or annually depending on individual program requirements as listed on UGA exhibits. Cash Reports: Monthly invoices and Quarterly PFR reports are due to the Division as indicated. Progress Reports: Quarterly PPR reports are due to the Division as indicated. Expenditure Reports: The (SF-425) Federal Financial Report is required by SAMHSA, Division of Grant Management 90 days after the end of each 12 month period and 90 days after the final 12 month period. Performance Reports: Site Visits, Conference Calls, training and technical assistance as required.
Audits
Monitoring required and possible IDHS OCA FAR audit participation.
Records
There is a 3-year records retention requirement after the program ends; records shall be retained beyond the 3-year period if final audit has not been completed or findings resolved. Other records include services provided, youth served, and other documentation as specified in the grant agreement.
