Short Description
Recovery Support Services (RSS) are non-clinical recovery supports provided by individuals trained and certified to utilize their own personal lived experience in recovery from mental health and/or substance use challenges to support other individuals in their journey of recovery from substance use and/or mental health or other behavioral health challenges. These services are not just about offering and receiving help, but about doing so based on a shared understanding, respect, and mutual empowerment, making each individual feel valued and respected. RSS are provided by licensed treatment agencies and Recovery Community Organizations (RCOs), community-based organizations led by people in recovery to serve people in recovery.

Objective
Performance Measures IDHS/DBHR performance measures support the development and maintenance of a community based recovery oriented system of care for individuals and their families recovering from a substance-related disorder. All Specialized services projects shall meet, or exceed, the following performance measure to be demand as in substantial compliance with the terms of this funding. 1) Accurate and timely monthly reporting of expenditures or deliverables completed to the identified IDHS DBHR staff member using the IDHS DBHR required forms. 2) Accurate and timely submission of any required services reporting , activities updates as required by the IDHS DBHR contract. 3) Utilization of the award funds in a manner that does not significantly underutilize funding, nor show significant over production/performance.

Funds may be used at the discretion of the State to achieve the statutory objectives, including the fulfillment of certain requirements.
Reports
Periodic Financial Reports, Periodic Performance Reports, and Close out reports are required.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
