PROGRAM INFORMATION
Short Description
TASC, Inc. will plan and implement a comprehensive public education campaign focused specifically on opioid overdose response, targeting communities in Illinois State Senate District 3 and the South Side of Chicago. The initiative aims to reduce substance-related harms by increasing public understanding of overdose risks and adulterants, recognizing warning signs, and promoting effective response strategies, including drug testing and never using alone. With funding support, TASC will partner with a strategic communications firm to develop and distribute evidence-informed, culturally responsive materials that educate individuals on how to respond to an overdose, including the proper use of naloxone, reducing stigma, and accessing treatment and support services. Messaging will be created in collaboration with local harm reduction organizations through the South Side Heroin/Opioid Task Force and shaped through direct community input via focus groups and feedback sessions. A full-time Outreach Coordinator will lead on-the-ground efforts, distributing materials, attending public events, and delivering brief presentations to community members around overdose response education.

Objective
TASC, Inc. will include:
1. Partner with a strategic communications agency to design a comprehensive, evidence-based educational initiative focused on communities most impacted by opioid use and overdose across Chicago’s South Side.
2. Collaborate closely with IDHS-DBHR and the Chicago Department of Public Health to ensure that all campaign materials are grounded in evidence, reflect best practices in prevention, and reinforce ongoing overdose response and prevention efforts.
3. Participate consistently in monthly South Side Task Force meetings and establish a structured feedback process to continually refine and inform public awareness and education strategies.
4. Work jointly with the communications partner to create, pilot, and evaluate overdose response outreach materials using proven communication frameworks and insights gathered from community feedback.
5. Engage local harm reduction and community-based organizations to gather direct input from the intended audiences, ensuring campaign messages are shaped by community perspectives and authentic lived experience.
6. Recruit and maintain a dedicated full-time Outreach Coordinator responsible for distributing campaign materials, leading community engagement initiatives, and representing the project at public events.
7. Hold routine coordination meetings with IDHS-DBHR staff to maintain alignment with project goals and submit required reports according to established timelines.

Reports
Upon execution of the grant agreement, reporting shall be in accordance with the requirements set forth in the Uniform Grant Agreement and related Exhibits, which include, but is not limited
to the following:
• Time Period for Required Periodic Financial Reports. Grantee shall submit financial
reports to Grantor under Paragraph 13.1 of the Uniform Grant Agreement, and reports
must be submitted no later than 15 days after the quarter ends.
• Time Period for Close-out Reports. Grantee shall submit a Close-out Report pursuant to
Paragraph 13.2 of the Uniform Grant Agreement and no later than 15 days after this
Agreement's end of the period of performance or termination.
• Time Period for Required Periodic Performance Reports. Grantee shall submit
Performance Reports to Grantor pursuant to Paragraph 14.1 of the Uni form Grant
Agreement and such reports must be submitted no later than 30 days after the quarter
ends.
• Time Period for Close-out Performance Reports. Grantee agrees to submit a Close-out
Performance Report, pursuant to Paragraph 14.2 of the Uniform Grant Agreement, and
no later than 30 days after this Agreement's end of the period of performance or
termination.
Audits
Grantee shall be subject to the audit requirements contained in the Single Audit Act
Amendments of 1996 (31 USC 7501-7507) and Subpart F of 2 CFR Part 200, and the audit rules and policies set forth by the Governor’s Office of Management and Budget. See 30 ILCS 708/65(c); 44 Ill. Admin. Code 7000.90.
