Short Description
Navigator program that educates residential customers about efficiency and electrification opportunities for their homes; supports them in identifying projects, contractors, and incentives; and works to coordinate clean energy support services across currently uncoordinated program and incentive streams. Community task force development and facilitation.

Objective
To educate residential customers on energy efficiency and electrification opportunities; connect residents to qualified contractors, incentives, and available resources; and coordinate clean energy support services across multiple program streams. The program also supports development and facilitation of community task forces that advance local clean energy transition goals.
UGA Program Terms
Program requirements will be established within the grant agreement and NOFO. Reimbursement based funding. Compliance requirements may include procurement standards, reporting, performance measures, budget controls, documentation retention, and federal pass-through requirements. Additional requirements may apply based on project scope and applicable federal guidance.

Applicant Eligibility
Applicants must demonstrate experience providing navigation, outreach, technical assistance, community engagement, energy related services, or similar programmatic support. Applicants should possess the organizational capacity and subject matter expertise necessary to successfully implement program activities.
Beneficiary Eligibility
Eligible beneficiaries include homeowners and small business owners located within designated program communities and surrounding service areas identified in the NOFO, including Waukegan, Chicago, Rockford, Danville, Decatur, and Alton.

Application Procedures
Applications will be submitted through DCEO's standard grant application process. Required materials may include a Uniform Grant Application, budget, conflict of interest disclosures, mandatory disclosures, program specific application materials, and partnership agreements or memoranda of understanding, as applicable. Additional federal pass-through requirements may apply.
Criteria Selecting Proposals
Applications will be evaluated based on published merit review criteria, including programmatic capacity, geographic impact, community need, project design, and alignment with program objectives.
Award Procedures
Awards will be made through a competitive merit review process in accordance with the NOFO and applicable State and federal requirements.
Deadlines
Applications are anticipated to be due approximately 45 days after NOFO publication.
Range of Approval or Disapproval Time
Award determinations are anticipated between November 1st thru December 31st of 2026, subject to application volume and review timelines.
Appeals
The Merit Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.
Renewals
An exception is requested to allow a three-year grant term consistent with federal program requirements.
Uses and Restrictions
Grant funds may be used for activities directly related to approved navigator services, outreach, technical assistance, education, coordination, and implementation support as defined in the NOFO. Capital expenditures are not allowable unless specifically authorized. All expenditures must comply with applicable State and federal requirements.
Reports
Quarterly Program Performance Reports and Periodic Financial Reports will be required. Higher risk grantees may be subject to additional monitoring and reporting requirements. Program activity data may be tracked through the CPRG reporting platform.

The program is anticipated to support two lead navigator awards, with subrecipient and partner structures determined through the competitive process. Award amounts may vary based on geographic coverage, population served, and program design.
Program Accomplishments
Performance measures may include households served, small businesses assisted, incentives accessed, greenhouse gas/energy related outcomes achieved, contractor participation, workforce engagement, and utilization of CEJA, FEJA, and related clean energy programs.
