Employer Training Investment Program (ETIP) enhances employment opportunities for Illinois citizens by assisting Illinois employers in the training of their workforce and assisting multiple companies' training projects in addressing common employee training needs.

Preapplication Coordination
Application availability is publicized and made available throughout the fiscal year until funds are depleted. Applications are reviewed by program staff using standardized review instruments, including project cost comparison, needs analysis, training effectiveness, and project readiness.

Appeals
The Merit-Based Review process is subject to appeal. However, competitive grant appeals are limited to the evaluation process. Evaluation scores may not be protested. Only the evaluation process is subject to appeal. The appeal must be submitted in writing to the Department within 14 calendar days from the date of the denial letter. The written appeal shall include the name and address of the appealing party, the identification of the grant, and a statement of reasons for the appeal. To file an appeal, applicants must submit the appeal in writing and in accordance with the Merit-Based Application Review Appeals Process listed on the Grant Opportunities page of the DCEO website: https://www2.illinois.gov/dceo/AboutDCEO/GrantOpportunities/Pages/MeritAppReview.aspx.

Formula Matching Requirements
Needs analysis, appropriateness of proposed training, cost effectiveness; No grant shall exceed 50% of the total approved training costs.
Uses and Restrictions
Provide grant funds to Illinois-based businesses to pay no more than 50% of the eligible costs to train Illinois-based employees. Retail operations are not eligible for participation. Allowable costs can be found in the Illinois Administrative Code: Title 56 Part 2650.40.
Reports
A formal agreement will be entered into between the Department and the eligible grantee(s). The agreement will require a 50% match in eligible expenditures, a requisite number of employees to be trained within the grant term, and quarterly PFR and PPR reports. Repayment requirements will be included in all agreements for failure to train employees and/or create and maintain jobs as specified.
