Short Description
These funds are appropriated to cover day-to-day operating expenses of the state's Soil and Water Conservation Districts (SWCD) and to implement cost-share projects that protect the state's soil and water resources.

Objective
SWCDs deliver the Department's soil and water conservation programs to rural and urban customers. They educate these customers on the need to conserve soil and water resources and assist them with the design/construction of conservation practices that will protect and enhance those resources. The Department pays for 60% of the cost of building conservation practices, with landowners paying the remaining 40%. SWCDs also carry out many outreach programs to educate school children and adults on the value of soil and water conservation.

Formula Matching Requirements
The Department allocates grant funds to SWCDs where environmental degradation is at a high level and conservation practices are greatly needed.
Uses and Restrictions
Uses and restrictions are contained in a Grant Agreement between the Department and each SWCD.
Reports
After field review, each SWCD submits documentation that verifies the completion of the conservation practice. Upon approval of the documentation by the Department, the SWCD releases the State's share (60%) to the respective landowner. SWCDs are required to have an annual audit performed by a qualified accounting firm or file a financial management report to the Department that shows the expenditure of all allocated grant funds.
