The State Cooperative Extension Service is authorized in Illinois Compiled Statutes by the County Cooperative Extension Law (505 ILCS 45/1 et.seq.).
Objective
The State Cooperative Extension Service is the flagship outreach effort of the University of Illinois at Urbana-Champaign, offering educational programs to residents of all 102 Illinois counties.
Through learning partnerships that put knowledge to work, Extension’s programs are aimed at making life better, healthier, safer and more profitable for individuals and their communities in five broad areas:
•Healthy society
•Food security and safety
•Environmental stewardship
•Sustainable and profitable food production and marketing systems
•Enhancing youth, family and community well-being
While most Extension programs are offered on an informal, non-credit basis, Extension does offer continuing education credits in some fields of study. Extension programs may be offered as hands-on workshops, field days, self-paced tutorials via the internet, or in other formats that are suitable for the audience and subject-matter.
More than 1 ½ million Illinois residents take part in Extension programs each year, including nearly 200,000 who participate in 4-H youth programs. Each month, Extension web pages draw more than 5 million page views, and people in more than 200 countries access Extension’s web-based information.
Communities are directly served by Extension staff in 27 units located throughout Illinois. Extension educators in local offices and specialists located on the U of I campus develop and deliver in-depth programming locally, in regional venues, and through distance-learning technologies.
As part of the nationwide Cooperative Extension System, the U of I Extension also is able to draw on research-based expertise from land-grant universities all across the country. Volunteers who serve on local advisory councils provide direction for Extension programming, ensuring that programs continue to meet critical needs.
The U of I Extension is based in the College of Agricultural, Consumer and Environmental Sciences (ACES) and works with all colleges and units of the University of Illinois at Urbana-Champaign. Some programs are offered in conjunction with the College of Applied Life Studies or the College of Veterinary Medicine.

Formula Matching Requirements
This grant requires matching contributions from county extension units. The amount varies depending upon the population a unit serves. Specifics are contained in Section 8 of the County Cooperative Extension Law (505 ILCS 45/8), which reads:
"The county governing board shall annually consider the total budget certified by the county or multi-county extension board in order to consider the total funds needed for Cooperative Extension Service programs in the county. The county governing board may appropriate and pay 50% of the total so determined from the general corporate fund or other available funds or from an existing extension education tax of the county for the extension educational program in the county or multi-county group of which it is a part, provided that the amount so appropriated shall not exceed $54,400 in counties of less than 10,000 inhabitants, $61,200 in counties of 10,000 or more but less than 20,000 inhabitants, $68,000 in counties of 20,000 or more but less than 30,000 inhabitants, $91,000 in counties of 30,000 or more but less than 50,000 inhabitants, $117,000 in counties of 50,000 or more but less than 100,000 inhabitants, $156,000 in counties of 100,000 or more but less than 250,000 inhabitants, $233,000 in counties of 250,000 or more but less than 500,000 inhabitants, $311,000 in counties of 500,000 or more but less than 1,000,000 inhabitants and $583,000 in counties of 1,000,000 or more inhabitants. The amount to be so appropriated by the county governing board may be reduced by the total of any private gifts or grants specifically made to support the county extension programs included in such determination, and may also be reduced by the fair market value of office space furnished the Cooperative Extension Service by the county governing board, provided it is suitable for extension needs and meets the housing standards adopted by the Cooperative Extension Service."
Uses and Restrictions
State appropriations are deposited into the State Cooperative Extension Service Trust Fund to provide general support for Cooperative Extension programs, including operations and facilities. The Illinois Department of Agriculture has no responsibility for or control over the cooperative extension service or its programs. Expenditures are made in accordance with University of Illinois fiscal procedures and based on certifications prepared by county extension units and approved by the chairman of the county extension council or other authorized person for payment.
Reports
Books and records relating to the expenditure of state funds under this program must be maintained for a minimum of three years and made available for review and audit by the Illinois Department of Agriculture, the Illinois Inspector General, the Illinois Auditor General and other governmental entities with monitoring authority.
