Short Description
Provide accurate information to low-income households about the availability and eligibility requirements, applications procedures and nutritional benefits of SNAP.
Provide information to correct myths and misperceptions about SNAP and enable potentially eligible people to make an informed decision whether or not to apply.
Complete pre-screening activities including basic eligibility questions, estimate potential eligibility for SNAP and benefits.

Objective
The contracted Provider is required to meet all standard terms, conditions and certifications as delineated in their approved SNAP Outreach Plan. In addition, the contracted Provider must execute the following deliverables:
-Disseminate application and education materials on SNAP benefits to potentially-eligible persons in their service area.
-Assist individuals in the application process for SNAP benefits.
-Increase capacity of contractor staff to provide accurate, comprehensive information on SNAP by providing technical assistance, training and program development services.
-Provide case management and/or follow-up assistance, when necessary, to SNAP applicants and recipients in the provision of ongoing assistance and the identification of outcomes and potential barriers.
-Enhance partnerships with state-level SNAP administrators in the provision of ongoing assistance and the identification of outcomes and potential barriers.

Appeals
In accordance with GATA Administrative Rules, Section 350, Merit Based Review of Grant Applications, a merit-based application review is required for competitive Grants and Cooperative Agreements, unless prohibited by State or Federal statute.

Uses and Restrictions
The SNAP Outreach Program is a 50% reimbursement pass-through program funded by USDA. Only costs approved in the annual SNAP Outreach State Plan are allowable.
Reports
Providers are eligible for reimbursement of up to 50 percent of allowable expenses based on Outreach Plan and Budget approved by IDHS and USDA. Providers responsible for securing non-federal funding for SNAP Outreach expenses/activities.
Audits
JCAR Title 44 Illinois Administrative Code 7000.90
Local Agencies are required to be audited annually, in accordance with:
1. 2 CFR Part 200.501 Audit Requirements;
2. CFR 215 Uniform administrative requirements for grants and agreements with institutions of higher education, hospitals, and other non-profit organizations. (OMB Circular A–110);
3. CFR 225 Cost Principles for State, Local, and Indian Tribal Governments (OMB Circular A-87);
4. CFR 230 Cost principles for non-profit organizations (OMB Circular A-122).
Records
In accordance with 7 CFR 246, each Local Agency shall maintain full and complete records of Program operations in compliance with Federal and State records retention requirements. All records shall be retained for three (3) years following the close of the fiscal year to which the records pertain.
An agency (e.g., any court and all parts, boards, departments, bureaus, and commissions of any county, municipal corporation or political subdivision) shall comply with the Local Records Act, which regulates the destruction and preservation of public records within the State of Illinois.
The Federal Agency or Department may require longer retention of records and/or submission of such records to these agencies if the records cover a time period still open to audit.
