Short Description
The Community Development Block Grant Program provides federal funding for public infrastructure, housing rehabilitation, and economic development projects for units of local government that do not receive direct CDBG entitlement funding. Supplemental CDBG funds appropriated after a Presidentially declared disaster may be available to communities directly affected, for disaster relief and restoration.

Objective
Strengthened community economic development through the creation of jobs, stimulation of private investment and strengthening the tax base; improvement of public infrastructure and elimination of conditions which are detrimental to health, safety and public welfare; and conservation and expansion of the State's housing stock in order to provide a decent home and a suitable living environment for persons of low-to-moderate income and the developmentally disabled.

Applicant Eligibility
Units of local government that do not receive direct Entitlement CDBG funding may apply for State CDBG funding of Economic Development, Public Infrastructure or Housing Rehabilitation projects. Applicants must meet a national objective of benefiting low-to-moderate income (LMI) persons; aiding in the prevention or elimination of slum and blight; or meeting other community development needs that pose a serious and immediate threat to the health and welfare of the community.

Applications for Public Infrastructure and Housing Rehabilitation grants are available through a competitive process held annually after HUD's allocation has been determined. Economic Development grants are available to qualified applicants at any time.

Application submissions are competitively evaluated based on the criteria contained in the annual Guidebook available on the Department's website.

Funds shall be used by the State in accordance with HUD requirements and the approved Consolidated/Action Plan.

Quarterly reports are submitted to track fiscal spending and project completion. Monitoring visits are conducted as needed based on an established risk analysis.
