PROGRAM INFORMATION
Short Description
Grants to local workforce areas and other qualified grantees to provide training and other assistance to qualified workers that are adversely affected by foreign trade to help them to obtain suitable employment. Funds are provided by the United States Department of Labor authorized by the Trade Act of 1974 as amended (Public Law 93-618).

Objective
The Program provides services to businesses and workers impacted by or at risk of being impacted by company closures or layoffs due to foreign trade.

Eligible Applicants
Government Organizations; Education Organizations; Nonprofit Organizations;
Applicant Eligibility
Organizations with the administrative capacity and a track record of serving individuals enrolled in the Workforce Innovation and Opportunity Act and Trade Adjustment Assistance Act are eligible to apply for funding.
Beneficiary Eligibility
Workers that are impacted by layoffs due to foreign trade as outlined in the program regulations

Preapplication Coordination
The State issues formal guidance that includes the policy and eligibility for Trade Adjustment Assistance funding. The policy letter also includes and application procedures and instructions.

Approval Timelines are generally 2-4 weeks
Uses and Restrictions
Expenditures and authorized activities are defined by the Trade Act and all amendments, the Workforce Innovation and Opportunity Act and all applicable regulations. All grantees must comply with the program guidance and the uniform administrative requirements. Pre-award costs for allowable activities may be incurred as outlined in the grant agreement. Pre-award costs may not exceed the total grant award amount.
Reports
Applicants must enter into a grant agreement with the Department of Commerce and follow the program requirements outlined in the Trade Funding Policy, NOFO, and Grant Agreement as applicable
Records
Typically three years from the date of the submission of the final expense report. See Award Terms
