Short Description
Formula grants that are distributed to local workforce areas to deliver a broad array of integrated services to eligible Youth, Adults and Dislocated Workers as defined by the Workforce Innovation and Opportunity Act. Grant funds may also provide services to employers seeking skilled workers. Funds are provided by the United States Department of Labor authorized by the Workforce Innovation and Opportunity Act (Public Law 113-128).

Objective
WIOA provides services to three distinct participant groups including adults, dislocated workers, and youth. Title 1A (adult) funds provide training services for individuals who meet low-income criteria established by the Act. Title 1D (Dislocated Workers) provides services to individuals that have lost their jobs due to business closure or substantial layoffs that require skills up-grade training to regain employment. Title 1Y (youth) serves low-income youth who have educational and employment barriers.

Applicant Eligibility
Illinois Local Workforce Innovation Boards, or their designated fiscal agent, are eligible respondents for a region. The Workforce Innovation and Opportunity Act (WIOA) combines federally-funded job training programs into a “workforce development” system where individuals can find a job or train for a career. Services are coordinated through 22 Local Workforce Innovation Areas (LWIAs) throughout Illinois.
