PROGRAM INFORMATION
Short Description
The Illinois Home Weatherization Assistance Program (IHWAP) funded through the Department of Energy (DOE), Department of Health and Human Services (HHS), and the State Supplemental Low Income Energy Assistance Fund (SLIHEAP), is implemented through designated grantees to provide services to eligible low income households in Illinois. The client assistance funds available through this grant help eligible households conserve fuel and defray rising costs of energy in accordance with the U.S. DOE Weatherization Assistance Program State Plan. Up to 15% of the HHS LIHEAP Block Grant and 10% of the SLIHEAP funding can be utilized for Weatherization activities.

Objective
Increase the energy efficiency of dwellings owned or occupied by low-income persons or to provide such persons renewable energy systems or technologies, reduce their total residential expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden.

Code 100), the Weatherization Assistance Program for Low-Income Persons (42 USCA § 6861 et seq.) and the corresponding Department of Energy federal regulations (10 CFR 440).

Applicant Eligibility
Only current designated Local Administering Agencies (LAAs) within the statewide network may apply for grant funding.
Client Eligibility: At or below 200 percent of the poverty level determined in accordance with criteria established by the Director of the Office of Management and Budget, except that the Secretary may establish a higher level if the Secretary, after consulting with the Secretary of Agriculture and the Secretary of Health and Human Services, determines that such a higher level is necessary to carry out the purposes of this part and is consistent with the eligibility criteria established for the weatherization program under Section 222(a)(12) of the Economic Opportunity Act of 1964
Beneficiary Eligibility
Client eligibility is granted to resident(s) of the State of Illinois with household income that does not exceed an amount determined annually by the Department. The annual eligibility level, shall be determined based on available funding and may not exceed the income eligibility guidelines established by the Department.

Only current designated grantees of the program are eligible to apply for grants.
Preapplication Coordination
Only current designated Local Administering Agencies (LAAs) within the statewide network may apply for grant funding. LAAs must submit the standard Dept. of Commerce grant application document to be considered for funding each year.
The Dept. of Commerce must submit a grant application to the U.S. Dept. of Energy as part of the annual Weatherization Plan to be considered for annual formula funding.
Grants for sub-grantees are processed in the Department's e-grants electronic grant processing system, processed in the Department's Grantee Reporting System (GRS) before being transmitted to the IOC for final obligation.

Weatherization funds shall be used by the State to make grants to eligible entities (Local Administering Agencies) to operate a weatherization assistance program to increase the energy efficiency of dwellings owned or occupied by low-income persons or to provide such persons renewable energy systems or technologies, reduce their total residential expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, persons with disabilities, families with children, high residential energy users, and households with high energy burden.
