PROGRAM INFORMATION
Short Description
The Low Income Home Energy Assistance (LIHEAP) funded through the Department of Health and Human Services (HHS), and the Supplemental Low Income Energy Assistance Fund (SLIHEAP) is implemented through designated grantees to provide services to eligible low income households in Illinois. The client assistance funds available through this grant assist eligible households with the costs of home energy by incorporating fuel assistance, home weatherization and other related measures in accordance with the current LIHEAP regulations and requirements. Up to 15% of the HHS and 10% of the SLIHEAP funding can be utilized for Weatherization activities.

Objective
The Low Income Home Energy Assistance Program (LIHEAP) helps keep families safe and healthy through initiatives that assist families with energy costs. The program provides federally funded assistance in managing costs associated with:
• Home energy bills
• Energy crises
• Weatherization and energy-related minor home repairs
LIHEAP can help you stay warm in the winter and cool in the summer through programs that reduce the risk of health and safety problems that arise from unsafe heating and cooling practices.

Applicant Eligibility
Only current designated Local Administering Agencies (LAAs) within the statewide network may apply for grant funding.
Client Eligibility: The LIHEAP statute establishes 150 percent of the poverty level as the maximum income level allowed in determining LIHEAP income eligibility, except where 60 percent of state median income is higher. Income eligibility criteria for LIHEAP may not be set lower than 110 percent of the poverty.
The Federal government issues the poverty levels as the HHS Poverty Guidelines and state median income as State Median Income Estimates. Updates of both the HHS Poverty Guidelines and State Median Income Estimates are published each winter in the Federal Register.
As of October 1, 2013 (the beginning of FY 2014), the 2013 HHS Poverty Guidelines and State Median Income Estimates for FY 2014 were in effect for LIHEAP.
Illinois utilizes 150 percent of the poverty level as the maximum income level allowed in determining LIHEAP income eligibility.
Beneficiary Eligibility
Client eligibility is granted to resident(s) of the State of Illinois with household income that does not exceed an amount determined annually by the Department. The annual eligibility level, shall be determined based on available funding and may not exceed 150% of the federal nonfarm poverty level as established by the federal Office of Management

Preapplication Coordination
Only current designated Local Administering Agencies (LAAs) within the statewide network may apply for grant funding. LAAs must submit the standard Dept. of Commerce grant application document to be considered for funding each year.
