Short Description
The CSBG program provides funds to the state’s Community Action Agencies (CAAs) to carry out locally designed programs providing a range of services and activities that have measurable impacts on the causes and effects of poverty. The locally designed services address education, employment, emergency services, health, housing, income management, linkages, nutrition, and self-sufficiency.

Applicant Eligibility
In order to receive funding an entity must be a designated Community Action Agency (CAA). Currently all 102 Illinois counties are served by a CAA. Customers at 125% of poverty may then apply for assistance at the CAA.
Beneficiary Eligibility
The clients served by the CAAs must be at or below 125% of the federally established poverty level. However, in the case of a natural disaster, emergency services may be provided to persons or families with higher incomes.

Preapplication Coordination
Only designated Community Action Agencies (CAAs) are eligible to apply for grant funding. CAAs must submit the required grant package to the Department of Commerce and Economic Opportunity for consideration. Award amounts are determined based solely on the percentage of poverty within the CAA service area as compared with the statewide poverty total.

The Department receives funding annually from the U.S. Department of Health and Human Services based on an allocation formula.
Uses and Restrictions
Funds shall be used by the State to make grants to eligible entities (Community Action Agencies) for the reduction of poverty, the revitalization of low-income communities, and the empowerment of low-income families and individuals to become self-sufficient.
