Short Description
The purpose of this grant is to provide funding to the American Lung Association, pursuant to a direct appropriation from the Illinois Department of Public Health funded through the Tobacco Settlement Recovery Fund, to support the operation of the Illinois Tobacco Quitline (ITQL). Under this program, to operate the Illinois Tobacco Quitline, which provides statewide tobacco cessation telephone counseling services free of charge, develops and distributes tobacco cessation information and printed materials, conducts outreach to health care systems and community-based organizations, particularly those that work with disparate populations, plans media and marketing to promote the ITQL, and purchases and distributes nicotine replacement therapy (NRT) in conjunction with telephone cessation counseling. The grantee will implement science-based, policy-focused strategies aligned with State and national goals and objectives to promote tobacco use cessation among adults and youth and to identify and eliminate tobacco-related health disparities among specific population groups. Objective

Formula Matching Requirements
After IDPH review and approval of program expenditures, and following exhaustion of the advance payment, a voucher will be prepared and processed through the Office of the State Comptroller for payment. Reimbursement requests must be submitted quarterly. The final reimbursement must be received by IDPH within 30 days after the close of the grant period (July 30, 2021).
Uses and Restrictions
All grant funds must be used for the sole purposes set forth in the grant proposal and application and must be used in compliance with all applicable laws. Grant funds may not be used as matching funds for any other grant program. Use of grant funds for prohibited purposes may result in loss of grant award and/or place the grantee at risk for recouping of those funds used for the prohibited purpose.
Reports
Monthly fiscal reporting, monthly, quarterly, and annual data reporting, quarterly and annual performance measurement reporting, and quarterly programmatic reporting are required of the grantee.
Audits
Audits shall be conducted in compliance with Section 7000.90, Auditing Standards, of the Grant Accountability and Transparency Act rules (Title 44 Illinois Administrative Code 7000.90).

Records required under this grant shall be retained in compliance with Section 7000.430, Records Retention, of the Grant Accountability and Transparency Act rules (Title 44 Illinois Administrative Code 7000.430).
